If you'd like an alternate explanation, here it is: EBI servers are running off my casio wristwatch and I went to the beach, took a dive, and ....
Yet another version: Russian hackers decided there were too many jungle brothers pile diving pale-skinned ho's so they expressed their dissenting opinions by unscrewing the plug from our ethernet ring, added a rogue MAC, scrambled the 5Ghz wifi, messed with the time on my microwave oven clock, and locked the teleportation pod's door with a masterlock padlock. I used a toothpick to open it in 12s.

if you're tired of bull, well, maybe EBI is so old that we forgot to update pointers to NS rez, and somebody turned one of those old things off, thinking that it's no longer used, and boom Think of it as Y2K, 22 years later, without cobol, just config-wise.
